1968 - Swann Case is reopened.

• Most southern school systems have only implemented token desegregation by allowing "freedom of choice." 
• Each individual black family needs to apply to the school board to enroll a student in an all-white school. This means that most black children still attend all-black schools. 
• A new US Supreme Court case, Green v. County School Board, determines that stronger measures must be taken. 
• Charlotte attorney Julius Chambers meets with the NAACP Legal Defense Fund to determine the best cities in which to press for legal action. Chambers agrees to reopen the Swann case in Charlotte.
